The news that the planes were hijacked becomes common knowledge, but the idea that the planes were going to be used to crash into buildings was not shared with the public. The only person who believes that this was the hijackers original plan is the President’s expert on terrorism, Virgil Walker. The surviving hijackers are followed as they train in Chicago for the next attack. Walker is on the outs with the administration and no one listens to his warnings. He eventually learns that the Twin Towers were the original target. The book concludes with a new attack, the reaction from the American people, and the dawning of a new reality.
