Digital Dreams and Dashboards: Notable Government Documents 2009

Though some libraries thrived in 2009, many more took a beating, and the fiscal crises that have struck many states and thousands of municipal governments in 2010 increase the odds that the effects of the new Great Recession will be felt over the long term. The decline in payroll and collections budgets have led to a loss of expertise and key information resources, and the hours of service and range of services provided in all types of libraries have diminished. In such conditions, government information services inevitably suffer at the local level. However, major digital initiatives and steps toward open governance at the federal level have compensated for some of these losses.

The Federal Digital System

The U.S. Government Printing Office (GPO) is widely recognized for providing free information resources to libraries through the Federal Depository Library Program (FDLP), but its work in the digital realm is less well known. The beta version of its Federal Digital System (FDsys) will soon ingest the last of more than a quarter of a million U.S. government documents currently in GPO Access. This migration is a great leap forward. FDsys will serve as a permanent repository, and through the use of digital signatures, GPO can guarantee the authenticity of its content. In addition, the FDsys search features are vastly superior to those of GPO Access. Future releases of the system will include additional capabilities, such as automated harvesting, user notification, and delivery via RSS, email, and FTP.

Digitization projects

In July 2009, Robert C. Tapella, the public printer of the United States (GPO's head), expressed confidence that a widely shared dream—the digitization of all analog documents distributed to depository libraries—would soon be realized. That dream failed to materialize. But while GPO's plan smoldered, Google launched a collaborative project to scan every U.S. government document held by the libraries of the Big Ten universities and the University of Chicago. At the project's end, the full text of an estimated one million to 1.5 million U.S. government publications will be available through Google Book Search and the HathiTrust Digital Library.

What distinguishes this project from previous digitization initiatives is its method. While earlier strategies relied on nondestructive digitization, the current effort favors sheet-fed scanning, which makes the physical item unusable but produces images with higher resolution. Whenever possible, high-resolution images generated through destructive digitization will replace images of lesser quality. Three libraries—University of Minnesota, Penn State, and University of Michigan Law School—have sent more than 114,000 government documents to Google for sheet-fed scanning, and the pace is accelerating.

Open government

On his first working day as President, Barack Obama ordered the creation of an Open Government Directive (OGD) requiring executive agencies to make their activities transparent, to enhance the public's role in policymaking, and to collaborate more extensively with one another, with state and local governments, and with private institutions. The directive and related documents require many actions that have increased the amount and quality of information provided by the executive branch, or soon will.

In response to the directive, issued in December 2009, at least 29 agencies have created "open government web pages" providing information on their OGD-related activities. Elements common to each of these pages include an "open government plan" specifying how the OGD will be implemented; facts on three or more previously unpublished, high-value data sets that have been added to the Data.gov site; and a mechanism for obtaining public feedback on the page's content. Many agencies are also using these pages to broadcast the public's ideas on how they can operate more effectively and achieve their goals. The Department of Housing and Urban Development and the Environmental Protection Agency, for example, post the suggestions they receive and invite visitors to vote on them. Prior to 2009, agencies commonly sought public input, but posting large numbers of such messages on their web sites is a new and welcome phenomenon.

Attorney General Eric H. Holder Jr. is implementing a new policy on the Freedom of Information Act (FOIA), the public's main instrument for obtaining unreleased U.S. government information. In his memorandum on the act, President Obama asserted that it "should be administered with a clear presumption: In the face of doubt, openness prevails." Holder's plan includes the creation of the FOIA Dashboard, an interactive web site providing statistics on FOIA compliance across federal agencies and from year to year. Currently, each of the agencies that processes FOIA requests provides statistics on its work in an annual report. The dashboard will make these statistics more accessible by presenting them graphically. Greater awareness of agencies' performance will create an incentive to eliminate backlogs, handle requests in a timely manner, and disclose information more freely. This new policy will enrich the collections of the National Security Archive and other organizations that freely disseminate documents obtained through the FOIA.

The 2009 list

This year's list of Notable Government Documents includes titles on history, government policy, mental and physical health, biology, global warming, and environmental protection, among other topics. The historical works, which comprise nearly one-third of the panel's selections, focus mainly on cultural phenomena, such as architecture and music. While some of the selected works exist only on the Internet or in print, most have both electronic and tangible versions. All but a few of the print publications are available from the GPO, government agencies, intergovernmental organizations (IGOs), or distributors. The Historic American Buildings Survey (HABS) has documented America's architectural heritage since 1933. This chronicle includes reproductions of 68 photographs and drawings of buildings such as the pre-Columbian Acoma Pueblo, Philadelphia's Eastern State Penitentiary, and Cleveland Arcade. HABS and its sister programs have created some 556,900 large-format photographs, measured drawings, and historical reports for over 38,600 structures and sites.

Previous editions lack the track maps for 1851 to 1870; the authors have revised the data for 1871 to 1920.
