OCLC Delays New Records Policy and Convenes Review Board

In apparent response to concerns that OCLC's revised Policy for Use and Transfer of WorldCat Records [PDF] is too restrictive and that it emerged without membership input, OCLC leaders have suspended implementation and announced the creation of a new review board. To give the Review Board of Shared Data Creation and Stewardship sufficient time to arrive at its conclusions, policy implementation has been delayed from February until the third quarter of the 2009.
Contributing to the pressure was an ARL/ASERL Study Group formed in mid-December to examine potential changes in cataloging policy. “We have listened to questions and concerns.... and have concluded that the issues surrounding the Policy needed further review and discussion,” said Larry Alford, chair of OCLC’s board of Trustees and dean of Temple University’s libraries.
According to the announcement, the review board will:
- Consult with librarians and member representatives as appropriate.
- Review reports, letters and comments including blog and listserv messages from the global library community regarding the revised Policy.
- Recommend principles of shared data creation and changes in the Policy for Use and Transfer of WorldCat Records that will preserve the community around WorldCat infrastructure and services, and strengthen libraries.
The chair of the review board will be Jennifer Younger, director of Hesburgh Libraries, University of Notre Dame, and an OCLC Members Council delegate. The first scheduled meeting is set for late January, and a final report will be submitted to the OCLC Board of Trustees following discussions at the Members Council meeting in May.
