Notable Government Documents 2003: Electronic Moves Center Stage

This past year, as the very nature of government information and its distribution continues to evolve, government agencies, publishers, libraries, and the public have searched for creative ways to deal with change amid diminished budgets and stretched resources. Challenges include new titles issued in electronic-only format, initiatives to digitize older collections, authentication strategies for electronic materials, privatization of government information, disappearing documents, and information on web sites that are temporarily unavailable. The imperative to adapt is struck home by the sobering estimate that within the next five years 95 percent of the current material in the U.S. Federal Depository Library Program (FDLP) will be electronic.

Depository shifts

Both the U.S. and Canadian depository systems are taking serious and sustained looks at their programs as they deal with these issues. Specifically, the U.S. Government Printing Office (GPO), in wide consultation with depository librarians and user communities, is exploring varied and innovative ways to handle many of its historic but still essential functions. These include examining the oversight of the depository library program, retention requirements, the sales program especially as represented by the bookstore model, the level of commitment to keeping essential titles available in paper, and the archiving of electronic publications.

Simultaneously, through their proposed initiative to digitize historical U.S. documents, the Association of Research Libraries (ARL) and GPO have begun to address the role and contribution of retrospective paper/microform materials in the electronic environment. The successful implementation of such an initiative to complement the historic holdings of countless depository libraries promises to become "The Legacy Collections."

The Canadian Depository Service Program has also recently reorganized and streamlined as it finds a home in the newly created Government Information Services branch of the Department of Public Works and Government Services.

State depository libraries seek to address many of the same issues within the context of grinding state budget shortfalls. While services, hours, and staffing have been reduced in many libraries, the very existence of some state library programs has been questioned. The governors of Florida and Washington recommended closure of their state libraries, prompting a backlash. Library supporters, the public, and members of the respective legislatures fought to save these historic programs. Once again, the public demonstrated that it depends on state and local documents and the libraries that make them accessible.

In the international documents community, "e-libraries" of both free and fee-based digital collections are increasingly widespread. Such organizations as the World Bank, Organisation for Economic Co-operation and Development (OECD), and Asia-Pacific Economic Cooperation (APEC) offer them.

ERIC redone

As in previous years, we are seeing old mainstays of the government information landscape disappear or become drastically altered. Most notably, as the U.S. Department of Education (DOE) revamps the system established in the 1960s, it has recently awarded a contract for the development of a new database model for the acquisition and distribution of the educational literature. To this end, it has closed the ERIC clearinghouses, including AskERIC. The DOE is accepting no new submissions until the new database system is operational, and is ending microfiche distribution.

In addition, the GPO Bookstores, a part of many of our local communities for many years, have been closed, except for the one in Washington, DC, which is being reconfigured. They have been replaced by the more global and virtual community of either free access on agency web sites or the GPO Access site or purchase through the GPO Online Bookstore with its Sales Product Catalog.

The 2003 best list

In the midst of these changes and realignments, some constants remain. Federal, state, local, and international government agencies continue to create paper and electronic materials of immediate and abiding interest. Both paper and e-formats are well represented, although more materials are available simultaneously. Not surprisingly, there are several more web sites included here than in the 2002 list. Many of the 2003 documents combine a wealth of information with a striking presentation, be it in a tangible volume or an electronic version.

The environment in all its aspects continues to be discussed in the award-winning documents from all governmental levels, as do health topics and educational issues. State, local, and federal documents often uniquely capture valuable historical perspective as they celebrate our past while creating a permanent record. Economic overviews both current and historical, along with globalization and developmental concerns, round out the international titles.

We are pleased to note that many of the U.S. documents can still be found at federal depository libraries. Visit www.gpoaccess.gov/libraries.html to locate the one closest to you. Additionally, agency and distributor information is provided to help in acquiring these materials. FEDERAL DOCUMENTS

In preparing for the sesquicentennial of the Civil War, the National Park Service has updated "Handbook 109" to incorporate the results of current scholarship on the history and meaning of the war. Appomattox Court House describes the last days of the Civil War, when the Union armies commanded by Gen. Ulysses Grant closed in around General Lee's Army of Northern Virginia to force its ultimate surrender. Photographs, drawings, maps, and portraits allow the reader to witness "the historic events as they unfold." It closes with photographs of the present-day structures that still exist in the national park.

This slight but important volume is filled with vignettes of highlights in the history of flight, beginning with the prehistory of flight and aviation pioneers to the Wright brothers, World War I, Charles Lindbergh, World War II, the expansion of types of flying machines, and the space program. Included in the margin on each page is a time line of historic events concerning the role that aeronautics has played in U.S. history.

Rooted in North American environmental issues, this guide is a clear yet sophisticated primer in anthropological fieldwork. It is a great tool for physical scientists, engineers, lawyers, or citizens seeking a real understanding of the critical social dynamics driving environmental conflict in their town or region. Despite the environmental focus, the techniques described therein are applicable to understanding and resolving any contentious community issue.

DisabilityInfo.gov. Dept. of Labor's Office of Disability Employment Policy. 2002–. www.disability.gov.

This comprehensive federal web portal is designed to provide one-stop shopping for information on all public programs for the disabled. Content coverage ranges from employment, education, health, and transportation to housing, income support, technology, and community life. The interface is user-friendly and easy to navigate, especially for the disabled. For instance, it is simple to switch from the "Default Version" to the "High-Contrast Version," a white font on a black background, for users with certain visual impairments.

This timely document is the National Park Service's contribution to the national celebration of the centennial of the Wright Brothers' accomplishment of their first flight. Illustrated with historic photographs, maps, diagrams, and drawings, it touches on some of the earlier experiments in flight that influenced the Dayton brothers and details events leading up to Kitty Hawk, NC, in 1903.

The 20th-anniversary edition of The Jordan Report summarizes the technological achievements of the last two decades in the areas of genomics, immunology, and molecular biology and their impact on vaccine research. Articles by outside experts highlight many of the scientific advances, challenges, and issues surrounding vaccine study. The Vaccine Updates section gives overviews and descriptions of various infections and diseases, accompanied by the status of vaccines used to combat them.

This short book not only covers the contribution of African American sailors in the Korean conflict but also traces the story of racial integration in the U.S. Navy since the American Revolution. It is filled with illustrations and photographs documenting the role of black servicemen and -women throughout the history of naval military service.

Measuring America: The Decennial Censuses from 1790 to 2000. by Jason G. Gauthier. U.S. Census Bureau. 2002. 150p. SuDoc # C 3.2:M 46/2. Stock # 003-024-09028-7. purl.access.gpo.gov/gpo/lps19359. $21.

An excellent survey of all of the decennial censuses from 1790 to 2000, this volume gives a valuable historical perspective of each. It includes copies of the questionnaires and instructions used by the enumerators to gather the information. Particularly helpful is the table outlining which demographic or social characteristic statistics were collected over the decades.

Providing an overview of Smoky Mountains National Park's amphibians, this report lays out the factors affecting their distribution, reviews important areas of biodiversity, and summarizes amphibian life history in the Southern Appalachians. Additionally, survey techniques are described, and examples are given of how they were constructed. An extensive list of references for inventorying and monitoring amphibians is included. It is heavily illustrated with color photographs of the area and subjects, but it is the appendix of detailed, colorful drawings of tadpoles by J.B. Grant that makes it unique.

Though targeted primarily to responders to oil spills, this well-written book would appeal to anyone with an interest in the survival of sea turtles, one of the ocean's most intriguing inhabitants. Chapters include the taxonomy and distribution of sea turtles, their life history and physiology, natural and human impacts on turtles, as well as actual spill case studies. Margin annotations help the reader understand technical terms and acronyms used in the text.

This report assesses the impact of Title IX, passed 30 years ago, on ending discrimination toward women and girls in any education program or activity receiving federal financial assistance. The main volume has the executive summary, "spectrum of opinions," background, a recent history of discrimination, and the commission's findings and recommendations. The accompanying CD-ROM contains additional materials, such as hearings from the six cities where the commission met, written statements from witnesses, and speeches.

Assembled by the Library of Congress, this online exhibit commemorates the bicentennial of Lewis and Clark's famous exploration of the territories that were eventually acquired for the United States by the Louisiana Purchase. It provides a wide range of high-quality digitized materials, including historical records and maps portraying what was known about the area prior to the expedition as well as entries from the explorers' journals and notebooks.

Splendid Vision, Unswerving Purpose: Developing Air Power for the United States Air Force During the First Century of Powered Flight. This extensive volume, with many attractive illustrations and photographs, details the engineering and scientific evolution of military aircraft from the first plane the Wright Brothers sold to the U.S. Army Signal Corps to the recent technological developments used by the USAF in the war on terrorism.

Part 1 of this "Agriculture Handbook" consists of nine technical chapters that offer a comprehensive overview of current tropical tree seed technology. Part 2 is the handbook, or encyclopedia, with entries, written by international experts, for 197 tropical seed species. Each entry is illustrated with one or more elegant line drawings of the seeds, leaves, and stem structure for the species. The addition of a glossary and indexes of common names, genus/species names, and associated organisms makes the manual easy to use.

The United States Army in Somalia, 1992–1994. U.S. Army Ctr. of Military History. 2003. 27p. illus. SuDoc # D 114.2:SO 5. Stock # 008-029-00381-3. $2.50.

This slim volume commemorates the tenth anniversary and celebrates the real accomplishments of Operation Restore Hope, a humanitarian mission originally designed to rescue the people of Mogadishu, Somalia, from starvation but which ended with U.S. troops being forced to withdraw under fire. The incident, which resulted in 42 American deaths, inspired the 2002 movie Black Hawk Down.

Colorado

This atlas is a valuable tool for water management district planners and an educational resource for water users, legislators, and the general public. Ground water is discussed in terms of its geography; geological, hydrological, and water quality; and legal context. Major aquifers and aquifer systems are examined.

Maryland

Providing real-time and historical Chesapeake Bay water-quality data, this web site offers an easily readable map-based interface. Maps of dissolved oxygen, water clarity, algal concentrations, water temperature, salinity, pH, and nutrients are available. The site also provides information on how to interpret data, lesson plans for teachers, and an "Ask an Expert" hyperlink.

This report presents the results of several years of analysis of the forests of Maryland in terms of their ecological and socioeconomic values and their vulnerability to loss in a rapidly urbanizing state. Attractively laid out and richly illustrated with color maps and photographs, the report presents technical data and models in a format that is accessible to lay and professional audiences.

Pennsylvania

Tennessee

Containing a bibliography and list of cases, this popular report addresses the state's use of limited financial resources to upgrade school facilities. Citing research studies that found statistically significant relationships between the condition of a school and student learning and achievement, the report concludes that policymakers should be concerned about providing adequate physical facilities in order to maintain optimal learning environments.

Virginia

Each listing uses icons to indicate bike trails, campgrounds, telephones, handicap access, fees, and other general information. Spike Knuth's beautiful drawings illustrate many pages.

"So You're 18": A Handbook on Your Legal Rights. Virginia State Bar, Conference of Local Bar Assns. 2003. 32p. OCLC # 53041323. Free.

Available in English and Spanish, this small book is packed with information to help those reaching the age of majority make the transition from carefree teen to responsible adult. While some of the material is Virginia-specific, most is helpful to any young adult. The volume features a question-and-answer format and topics that include being an adult consumer; credit; warranties; marriage, divorce, and children; wills; hiring an attorney; landlord/tenant issues; and much more.

Wisconsin

This handbook, prepared for Wisconsin legislators, is divided into two sections. Part 1 covers "Laws Related to the Legislature," including the administrative rules process, budget process, ethics code, interstate legislative organizations, legislative documents and procedures, legislative staff services, lobbying, open meetings, open records, and Wisconsin's legal framework. Part 2 covers "Selected State Programs and Law" in 19 chapters ranging from economic development and employment to transportation. Tabs in the binders and bookmarks on the web site make this a quick and easy resource not only for legislators but also for anyone interested in Wisconsin government.

An annual publication, this volume, divided into two parts—Overview and Country Studies—tracks the economies of 22 African nations based on survey results. Information for each country, arranged alphabetically, is provided under the headings recent economic developments, macroeconomic policy, structural issues, and political and social context. Data in the form of graphs, charts, and tables are also included.

This World Bank Development Report documents governance and its effect on Middle East and North African regional development and growth. The publication includes a detailed discussion illustrated with charts, tables, graphs, and descriptive boxes. A glossary of terms, country-specific key indicators, and extensive references enhance this informative package.

Because of the war in Iraq and its subsequent environmental damage, this study was commissioned to assess the situation and determine next steps. References and Internet sources, color photographs, maps, and charts round out the study.

Statistics and reference sources help make the picture clearer.

Since 1994, Afghanistan has been an annual participant in the U.N.'s Office on Drugs and Crimes' opium poppy surveys. This report discusses the economic aspects, origins, consequences, and conclusions surrounding the problem. There are many colorful maps and extensive statistics, and each chapter has endnotes. References and/or a bibliography would have buoyed this educative work.

This report, with information on individual countries, derives from papers prepared for the ESCAP Expert Group Meeting on Social Safety Nets for Women, Bangkok, Thailand, May 2–4, 2001. The first chapter provides background information and conclusions. The remainder of the report focuses on the individual countries, with a chapter each on Indonesia, Republic of South Korea, Thailand, China, Japan, and Malaysia. Data accompany the text, and a reference section adds to its comprehensiveness.

The case studies that are presented in this volume provide insight for those who deal with issues surrounding tobacco control. Six countries, chosen to represent diverse geographic areas, were included: Bangladesh, Brazil, Canada, Poland, South Africa, and Thailand. Each study provides data, references, and a section on lessons learned.

A "quantitative reference work and guide to current and past research in macroeconomic history" (p. 13), this companion volume to OECD's World Economy: A Millenium Perspective provides information and data on West European Countries, Western Offshoots (Australia, New Zealand, Canada, and the United States), East Europe and the former USSR, Latin America, Asia, and Africa. The 26th edition of this annual report focuses on people and the issues of "basic services," including education, health and nutrition, drinking water, sanitation, and electricity. There are also chapters devoted to clients and providers, citizens and politicians, policymakers and providers, and service reform. Each chapter spotlights a particular country or organization. Data are presented in the form of colorful charts and graphs; explanatory notes reinforce each chapter. Along with extensive references, World Development Indicators are also included.
