Wisconsin Governor Proposes Improvements to University Libraries

Wisconsin Governor Tommy Thompson has proposed a $41 billion state budget for 1999-2001, $66 million of which is earmarked for improvements to the University of Wisconsin, including upgrades to the library system. According to press reports, the governor's plan would permit the university's Board of Regents to spend tuition and fee money without prior legislative approval. The plan, however, was knocked by other state officials, including Senate Majority Leader Chuck Chvala, who speculated that it is unlikely that the university's board would be granted free-spending privileges.
