CA City May Fine Parents Who Don't Pick Up Kids From Library

The City Council of San Marino, CA has given preliminary approval to an ordinance that will penalize parents who leave children under 13 alone at the library more than 15 minutes after closing, the Los Angeles Times reports. Apparently many children are left at the library after closing, and library staff will call police after 15 minutes. First-time offenders will receive a warning, under the ordinance, but parents will be billed for the police officers' time after that.
