NYC Budget Includes Library Construction

In his final budget, New York Mayor Rudolph W. Giuliani has proposed what the New York Times calls "a record" $1.2 billion for cultural projects, including library construction. The plan allocates $19.2 million to expand the New York Public Library's Mid-Manhattan branch and $17.4 million to aid the Center for Humanities at the 42nd St. Research Library. Each year, Giuliani has proposed cuts in city contributions to the annual operating budgets of libraries and museums, and the City Council either restored the money or persuaded the mayor to do so.
