Solicitor Orders Philly Free Library Director to Bid Bucks Farewell

Philadelphia City Solicitor Franklin Suber has determined that Free Library Director Elliot Shelkrot can no longer accept $10,000 placed in his pension by the Free Library Foundation, a privately funded entity, without violating city charters that forbid city employees from accepting additional money for performing the duties for which they draw a salary. As library director, Shelkrot automatically is placed in charge of the Foundation, a privately funded operation, for which he -- and all other directors before him -- received the additional money in his pension fund and the use of a car. Shelkrot is not being accused of any wrongdoing.
